In the short run, things have calmed down after Donald Trump withdrew his threat to take Greenland. The lessons of this period are, first, that America’s allies need to be tougher in standing up to Trump, and second, that the US has injected a huge amount of uncertainty into the international system. He is the opposite of the institutionalist; everything for him is a one-off negotiation centered on his own self-interest.
